The Great British Insulation Scheme was known as ECO+
The Great British Insulation Scheme is a new ECO grant that started in May 2023.

In July 2022, the Government wanted to launch another insulation grant scheme in addition to ECO4. One bright spark in the Government suggested that they call it “Insulate Britain”. One slightly brighter spark then pointed out that “Insulate Britain” was the group that superglued themselves to the roads of London. And so the Great British Insulation scheme was cooked up.
A few months later, it changed its name to ECO4+, and then a few months later, it became ECO+. Then, finally, in March 2023, the Government decided to call it the Great British Insulation scheme (again). But all the way through the process, it was aimed at those who did not qualify for ECO4.
It included no income thresholds, nor any required benefits– unlike ECO4.
However, it was only going to cover Free Cavity Wall Insulation, Loft Insulation and Heating Controls.
So, what does The Great British Insulation Scheme look like now?

Well, on 29/11/22, the UK Government changed almost all of the above. They produced a 75-page “Consultation Document” and the consultation ended on 23/12/2022.
Eventually, in May 2023, the scheme went live(ish)
The biggest change is that it is no longer restricted to Free Cavity Wall Insulation, Loft Insulation and Heating Controls.
In fact, all of the measures listed below are available, but you could only have 1 measure installed under the scheme. However, in June 2025, the Government made Loft Insulation a secondary measure, meaning you could have both Free Cavity Wall Insulation and Free Loft Insulation together.

Qualifying Insulation Measures
- Free Cavity Wall Insulation – IF YOU QUALIFY, IT WILL BE FREE!
- Loft Insulation – IF YOU HAVE IT WITH CAVITY WALL INSULATION, IT WILL BE FREE
- External Wall Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Internal Wall Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Pitched Roof Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Flat Roof Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Under Floor Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Solid Floor Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Park Home Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Room-in-Roof Insulation – Not offered under the Great British Insulation Scheme, but potentially under ECO4
- Heating Controls (under certain circumstances)
How do I qualify for a Great British Insulation Scheme grant in Bristol?
There are 2 routes to qualifying for a grant.
- The General Group.
- The “Low-income” Group.
The General Group qualification for a grant.
- Your Council Tax Banding must be an A, B, C or D in England (or in Wales an A, B, C, D or E). You can find your Council Tax Banding on Gov.Uk, and
- Your EPC (Energy Performance Certificate) rating must be a D, E, F or G. You can find your EPC on the EPC Register.
If you can answer Yes to both of the statements above, you qualify for a grant.
The “Low Income” Group qualification for a grant.
The personal qualification criteria for the “low income” group are benefit-based.

- Universal Credit – No income threshold
- Income-Related Employment and Support Allowance
- Tax Credits (including Working and Child Tax Credits) – No income threshold
- Income Support
- Housing Benefit – NEW
- Child Benefit/Family Allowance. Income Thresholds apply – see table below
Do I qualify for a Grant if I get Child Benefit?
Yes, you would qualify for a grant if you claim Child Benefit and have an annual income no greater than the appropriate threshold.
The threshold varies between single people and couples, and depends on the number of children you have. See the table below. So, 2 adults with 2 children would have an income threshold of £32,300. The thresholds are based on “Gross income” (before deductions).

Will the Great British Insulation Scheme cover the full cost of the work carried out?
The value of the grant is calculated using the same system that’s being used for the ECO4 grants, with some slight changes. It will therefore depend on a number of factors, such as Energy Performance Rating and the size of the property.
However, it will be free in 90% of the properties with cavity walls.
